Executive Vice President, National Strategies

With professional experience spanning over 30 years, including leadership in the public, private and non-profit sectors, Tom currently serves as Executive Vice President for National Strategies (NSI) and leads the firm’s Government Relations Practice.

A veteran of legislative offices, public agencies, government-focused industry associations, and businesses selling to government, Tom has a unique view into both government customers and governmental policy making. These insights, combined with a highly developed ability to distill information into the essential and drive action, have resulted in a public policy win-rate for NSI clients of nearly 90%. Tom has developed a sound understanding of the public policy issues affecting a wide range of sectors including education, finance, health, infrastructure and public safety. 

Prior to joining National Strategies (NSI), Tom served nearly eight years as Vice President of Government & Regulatory Affairs for Gordian, the world’s leading provider of data, software and related services for government facility and infrastructure owners. He was responsible for creating local, state and federal government strategy, affecting positive change in the legislative and regulatory environment, and developing lasting relationships with government customers and policy influencers throughout North America.

Previously, Tom was Executive Director of the Associated General Contractors of New Jersey, a 501c(6) statewide construction trade association, consisting of approximately 200 member companies engaged in heavy, highway, marine, site development and utility construction. Immediately prior, he served in various leadership positions, including Acting Chief Executive Officer, Chief Operating Officer and Chief of Staff at the New Jersey Schools Development Authority, a statewide public infrastructure organization with more than 300 employees, an operating budget of $50 million, and $12 billion in financial resources.

From 2007 through 2009, Tom was the Principal and Managing Member of Triangle Strategies, LLC, an association management, government affairs and public relations consultancy. Between 2000 and 2007, he was responsible for all governmental and political activity as Director of Government Affairs at the Building Contractors Association of New Jersey.  Prior, Tom served three different elected officials in a variety of roles in the New Jersey Legislature.

Tom holds a Bachelor of Science in Management with a focus on Marketing from Rutgers University, and has served the University in various volunteer capacities for over two decades. He has continued his education, focusing on developing a rounded skillset through post-graduate work at the University of Pennsylvania in land use policy, and certificate programs on communications, sales, and business analytics. Additionally, Tom is an elected Director of the Public Affairs Council, the leading nonpartisan, nonpolitical association for public affairs professionals worldwide. Tom is also a writer and musician. He lives in New Jersey with his wife and two daughters.
